The event is scheduled to take place from October 15 to 18
The 11th Congress of the Ho Chi Minh City Party organization for the 2020-25 tenure opened on Thursday and is slated to last until Sunday.
The event was attended by Prime Minister Nguyen Xuan Phuc, former Party General Secretary Nong Duc Manh, former State Presidents Tran Duc Luong, Nguyen Minh Triet, and Truong Tan Sang, former National Assembly Chairman Nguyen Van An, former Prime Minister Nguyen Tan Dung, and over 440 delegates.
In his opening speech, Secretary of the municipal Party Committee Nguyen Thien Nhan stated that the city made up more than 22 percent of the country’s economy and achieved a growth rate of 7.7 percent during the 2016-19 period.

It is the largest contributor to the state budget, accounting for 27 percent of the total budget revenue, Nhan continued, adding that the metropolis has the lowest rate between budget spending and revenue in the country.
Infrastructure planning, management, and development along with urban services reaped practical results, while socio-culture, healthcare, education-training, and science-technology also achieved positive development.
The city took the lead in collecting public feedback to build a strong and transparent Party and administration, and prevent moral degradation and corruption among civil servants.

Nhan urged the Congress to uphold the sense of responsibility, democracy, and brainpower to give opinions on important draft documents before submitting them to the 13th National Party Congress.
Delegates should also review achievements, weaknesses, and shortcomings to decide on the city’s developmental orientations and goals during the 2020-30 period and toward 2045.
On Friday, the Congress will elect and announce the executive committee of the 11th municipal Party Organization, and a delegation to the 13th National Party Congress.
